The course consists in a role-play simulating a real conflict case regarding water resources management in the Eastern Nile region. Four parties, Egypt, Sudan, Ethiopia and South Sudan negotiate the conditions in which two major infrastructures, ie the Great Ethiopian Renaissance Dam and the Jonglei canal, may/ or may not be built, the Nile Basin Institution secretariat playing mediator.
Objectives
- to understand the challenges of sustainable development, learning from a real case of water resources management;
- to understand how stakeholders behave when negotiating a compromise solution to a sustainable development issue;
- to test their negotiation/facilitation skills in a concrete situation simulating reality;
- to use and strengthen their English language skills;
- insights on general water issues.
The module is based on a role-play :
- introduction to the context and major development stakes of the parties;
- elaboration of positions and negotiation strategies by students teams;
- one day-long case simulation in teams;
- debriefing, and opening the outlook on major perspectives, such as: impact assessment, negotiation and mediation skills, risk of water wars.
Assessment and Final Grade
Students are assessed by teams on their position papers (analysis of issues, synthetic and coherent outlook), a final integration question (new teams), and their personal implication in teams and workshops.
